Yes you can. You just need to go up to a willing participant and ask, "Are you going to finish that?"

I wish there was something more definitive stating where these were being offered. Right now I have a feeling they are specific to the coasts.

Update

The Sonic cheeseburger was not very good. Over 800mg of sodium and it tasted bland. The patty was a decent size but they need to season the meat properly.
